Eh MA God, Typical question., first go up to her, tell her, get it over with, if you to have been close forever send her a note i mean no matter what you do she will still like you as a friend if she's not that close just tell her she'll be very truthful i did this with a guy i said he was cute and now where friends he said he'll give me a chance next year ( long story)

Really depends on what you're relationship with her is. Are you two friends or strangers?
If you guys are friends just go ahead and tell her (through msn, txt msging, face to face, etc.). Girls have their own 'preferred' ways to be told that they're liked, but it really doesn't matter. Any way you tell them, you'll still be saying the same message.
If you guys are strangers, bump into her or something in the hallways. Say sorry, and always remember to smile. Girls like guys with manners. Sorry to say, but at this point, it'll be really awkward for you to tell her that you like her. You'll get best results by becoming friends with her first. Then you can start things from there.
