i think that with social conditioning and education it may be
possible or with extreme laws that are stringenly enforced( i.e.
zero tolerence)then people will think twice about it.
but you need to look at the reason that people commit crimes.
if your children are starving would you steal to feed them if you tried begging , but nobody would help??
years ago in singapore there were anti littering laws that was very strictly enforced, that's why Singapore is known for being a clean city, but understand that there are those that will rebell no matter what.
so while you can get most people from doing it , you can't get everyone to do so short of having big bro(the goverment)
keeping a strict watch on everyone all the time and carrying a very very big stick.

the nature of a law is to infringe on freedoms. every law is directive in nature, they force you to either do things or not do things. a law revokes the freedom to do opposite of what the law says.
the way to keep people from breaking laws without revoking freedom is to have as few laws as possible.
controlling people's actions, thoughts, speech, becoming a nanny government, a dictatorship, or a communist country, is not the way to promote lawfulness while preserving freedom.

find ways to encourage and motivate them, keeping them so busy that they wouldn't even think about breaking any laws, though they could still have the freedom to break them if they could find the time.
