Why would a candidate rarely wish to run a campaign focused solely on issues with his or her stands on those issues clearly explained?

It is unfortunate, but speaking in wide generalities has become the norm, even in statewide races. If the voters who elect the representatives accepts it, then it will be done to an art form.

Because they are Chicken to do so. They do not believe that is the way to win the election. They feel the only way to win votes is to run on 'Wedge' Issues.

They are Stupid! If they ran on issues of today and told us their True Plans instead of saying changing their POV at every stop.. Grrrrrrrrrrr.

Each Candidate should be required to Submit their Plans for everything from Taxes to Bringing our friends and families home from The Middle East.

Politics.
If a candidate can create enough gray area and different interpretations to where he or she stands - people on both sides will be inclined to hear what they want to hear.
If he or she were to clearly state their position, they would only capture those with the same mind set.
For instance, despite all of rhetoric, speeches, debates and so forth - do you really know where Hillary stands on the Iraq war issue?
