i need emergency cash but everywhere you have to pay back.

What kind of emergency?

Churches, Travelers Aid, Social Services, Salvation Army, Red Cross, FEMA (well maybe not so much FEMA). These are just some places that help in emergencies.

Of course if your "emergency" doesn't fall within their definition of emergency, they won't help either.

Oh, boo hoo! What an unfair world! If you really need money, you should have the honor to be willing to pay it back, even if you can't do so right away. What's so urgent that you can't promise to be hard-working and frugal after the crisis is over?
