C is the best answer.

Let me give you a hint that will help with multiple choice questions.

When you have two choices that are the opposites it is likely that one of the choices is the correct answer.

In the choice above C and D are opposites based on religious persecution and religious toleration.

Are these the multiple choice answers? Without the reading material, it is hard to answer the question.

I think there were more fur trappers and in the North.
I think there were more Jews in the North
I don't think people would colonize an area where they would be persecuted.
My guess is "C"

I take it "We have read but cannot figure out the right answer" should be translated "We have poor reading comprehension skills"
