are American citizens which are in jail allowed to vote when there is a presidential election?? if so ....why or why not?

No. You can't vote in jail, our constitution says that, only after they have served their time can they reclaim their right to vote.

Amendment 15
"The right of citizens of the United States to vote shall not be denied or abridged by the United States or by any State on account of race, color, or previous condition of servitude …" (Ratified February 3, 1870)

I dont know about misdemors but when your convicted of a Felony the Federal government takes away your right to vote, I do know in California inmates convicted of Misdemors can vote in Jail.

Only felons don't get to vote. they forfeited that right by being azz holes and breaking the frickin law...why were you in jail?

Persons in prison who have been convicted of a felony lose their right to vote. Those in jail after being convicted of a misdemeanor may vote by absentee ballot.

No, and in many states, once you are convicted of a felony, you never get to vote again.
