Our walls need to be finished, plastered, sanded and prepared to paint. How much should I offer to pay after I buy all materials?

Depends on whether you want a good job or one that isn't worth a dam.
For a good plasterer you better be prepared to pay at least $20 per hour, and that might be low.

Give the 10 to Steve. I never charge less; and often more; to do any general labor. With all due respect "OFFER"??? Hopefully the job will be accomplished with some levels of skill. I've never done a job strictly because a customer had a price in mind and OFFERED it. Certainly negotiation is possible; and often dependant on the job and the status of the customer.

A good plasterer is hard too find, you should take estaminets
from at least three if you can find them and remember you get what you pay for.Good luck God bless.
