If we fail to execute murderers, and doing so would in fact have deterred other murders, we have allowed the killing of a bunch of innocent victims. I would much rather risk the former. This, to me, is not a tough call."

It's not about deterring. It's not about justice. It's about satisfying blood-lust legally... revenge. We must instill Christian values in the people in states that use capital punishment.

He is saying that if you kill a murderer and it turns out that the death penalty has no deterrence effect (crime stopping) that you have still killed a murder. And there is no detrimental effects to society.
BUT if you do not kill a murderer and it turns out that the death penalty DOES have an impact on deterring crimes, then you have not set the example by not killing the murderer.
And you run the risk of more people being killed.

Then the author of the quote states he would rather kill the murderer and not take the chance of not deterring more killings.

It is a social commentary on people against the death penalty. He is saying that there really is no reason not to execute a murderer.

It discusses two of the various reasons that people are sentenced -- one is punishment for what they have done -- the other is to deter (make it undesirable for) other people to commit the same crime, based on the punishment they could get.

The speaker is saying that it doesn't matter whether capitol punishment is a deterrent or not -- if it's not, at least the murderers would be dead, and the speaker thinks they deserve that. Thus, if it is a deterrent -- that's good -- if it's not a deterrent, bad people are still dead.

If capital punishment is a deterrent -- then not killing people is a lose-lose (no deterrent and bad people live).

if we execute murderers then there are less murderers. if we dont execute murderers then it encourages other murderers to kill bc nothing will be done about it and instead of killers being killed.. innocent people are killed.
