If you mean (b^2 - 7) / (b+7), then r(7) is
(7^2 - 7) / (7+7)
You can simplify it from there.

r(7) = (49-7)/(7+7) = 42/14 = 3

The notation is not good in your question. I assume you mean

r(b)=((b^2)-7)/b+7

If this is the question then r(7) would be

((7^2)-7)/7+7

=(49-7)/14
=42/14
=3
