Because it's almost like a huge lake. Narrow inlets/outlets at Gibralter and Suez (although, I suppose Suez would not be considered free-flowing). There is no place for the water to flow into the oceans, and the Mediterranean doesn't stretch far enough around the globe to really have it's own tides.

Yes, however due to its virtually being land locked the height variance is only about two feet between high and low tide. The Mediterranean Sea tides are semi-diurnal in nature. There are diurnal bands which are evident in the Eastern Meditteranean. The Western Mediterranean tides are effected by the co-oscillating tides of the Atlantic Ocean propagating through the Strait of Gibraltar. The tides in the Eastern Mediterranean are a system of standing waves resulting from direct astronimical forcing. These two wave fronts converge in the Straits of Sicily, leading to interesting interactions.

Because the narrow strait of Gibraltar prevents the water moving en masse, it all gets shoved through a very narrow channel. Not enough water can move quickly enough for a real tide to occur. There are some evil currents at the Straits though, and the odd huge wage. The Med is also much saltier than the Atlantic because of evaporation, and limited water being added from the ocean ..
