The Mariners, Devil Rays, Rangers, Nationals, and Rockies.
Though the Rockies get off this list in a few hours.
That's counting only the current set of franchises. There's a host of former teams, including some who came and went before 1903, who never played in a World Series either. But that's not so interesting a question in 2007.

Good question. And a tricky one considering baseball franchises move around and change their names.
The following teams have never been to the World Series...
1. Seattle Mariners
2. Tampa Bay Devil Rays
3. Texas Rangers
4. Washington Nationals
From the looks of the standings, it doesn't look like Tampa Bay will be going any time soon.
