When I say economical effect I mean will people go to another place outside that county so that they can smoke while they drink, eat, or gamble in a casino.

they've banned smoking in restaurants in my city, and they say business has gone up, because a lot of people were staying home to avoid the smoke

Yes in the city I live in we had a smoking ban and lots of people just went out of town. A number of bars shortened hours, laid of employees and lost revenue. When it was changed to allow smoking in bars and clubs the people came back and things were normal. Sadly the state is imposing a smoking ban in all public places the first of the year. I do think the casinos are going to lose to the ones across the state lines.
