Instead of tell you the answer, lets see how you could find it yourself.

By canceling any common factors what answer would you get for
9^2 / 9^4 = (9 x 9) / (9 x 9 x 9 x 9) = ?

Now you must know the exponent law that says

x^a / x^b = x^(a-b)

So what do you get using this law on

9^2 / 9^4 = ?

Compare your two answers. What do you conclude?
