I'm not sure what you mean by surgical rubber tubing stuff, but you can buy clear rubber tubing at any hardware store, for next to nothing. But if you want that stretchy thing that's used for exercise, you should try some store (Walmart, Target, example) that sells weights, etc. I have a stretchy band with handles on either end that I use to strenghten my arms.

At the surgical rubber tubing store. You can find a medical supply store in your area , just use the phone book. If they do not have it, then they will be able to help you find it. OH,and try ebay
