event overseas to my native country, after doing so, my wife filed a complaint that I kiddnaped my children. Can my wife file this complaint even though I called her within 24 hours and she knew where we were? and can a permenant resident file a complaint against a citizen in a matter like my case to fbi and then interpol?

Of course she can. "Citizens" kidnap their own children all the time. It doesn't matter where they take them. If you "called her within 24 hours" then clearly she did not have advanced knowledge of your plans. Depending on your custody arrangement with the children, she may be well within her rights to do exactly as you have described.

Yes, she can file the complaint. It may not go anywhere, if you are already back with the kids. Did you take them without telling her ahead of time? Are you two still married/still planning to stay married?
Work out in advance where and when you'll be taking the kids and she won't have any grounds for a legal complaint.

It depends. You said "you called witin 24 hours"--but if you did not let her know in advance, it is technically kidnapping. And if that is the case, yes, she can certainly file a complaint. Your citizenship does not give you the right to break the law, no matter who your victim is.

Being a citizen does not immunize you against criminal complaint. Even if she were an illegal immigrant she could file the complaint.

Now, you must defend your actions in court. Too bad you didn't discuss this BEFORE you took the trip.
