Your machine is infected. Pop-ups are mostly caused by adware, spyware, and other malicious and unwanted software and using pop-up blocker won't help an infected PC. No single program can detect and eradicate all spyware and I recommend using Ad-aware and Spybot (they are free). Other great free anti-spyware programs would be Super anti-spyware and AVG anti-spyware (formally Ewido).
Running these programs in Safe Mode (tap F8 as the computer boots up and choose to boot to safe mode) can be more effective.
If you do not have an updated anti-virus program always running, you need to get one. Install only one, but you can get AVG, Avast! or AntiVir for free.
I also recommend using FireFox, it's far better and safer than Internet Explorer.

Well one way is not the best, but if you take a baseball bat you your computer a few times, you wont get any pop ups on it for sure. But try this way, get a program called Spy Bot S&D It get rid of spyware verywell.

Have you got firewall, and anti-spyware etc? If not, then get a package like Norton, or similar. You can buy from Argos, Woolworths, Dixons/Currys, PC World etc. Not only will it give you virus protection, but it will also stop spam, pop-ups, etc. It comes as a disc, you just load it on to your computer.

Tools--Pop-up blocker--turn on
then go to pop-up blocker settings..
make sure the Filter level is set to medium or high..

go to www.download.com and downlaod the free panicaware pop-up blocker, this stops all pop-ups even the ones that IE allows

go to http://www.lavasoft.com and download the free version then install and scan your pc when the scan is done delete all of the bad files then run this every week and check for updates. ctc
