Your step-dad is probably thinking about other amphibians, the urodeles (salamanders) that do indeed have a remarkable regenerative capacity (of part of a limb, especially fingers).
However, anuran amphibians (toads and frogs) lose that capacity as adults (they are pretty good at growing back some parts while they're tadpoles).

I think your step dad is trying to make it easier on your mum . Some lizards tails grow back , but not frog legs, if the did I'm sure they would farm them in France.
