If it is just a bathroom or something like that, its a pretty good way to go, bonus with electric heat is it is 100% efficient. Down side is typically electricity is slightly higher in cost than gas. Other upside is it's pretty easy to install, they sell rollout mats that can be custom fit to the room and they never leak. :P

Electric heat in general is not as efficient as gas.
However, if you do go with electric, under floor heating is the best type of electric for two reasons.... first, heat rises, so if the heat starts at the bottom, less is wasted.
Second, warm floors are very comfortable if you walk around barefoot, or with socks or slippers. Even with forced air heat, the floors do not stay as warm.

Are you talking about the entire house? Then I'd say probably not, unless electricity is very cheap in your area. Electric heat is one of the more expensive ways to heat a house.
I've seen it set up under bathroom tiles, however. That can provide a nice warm spot to stand first thing in the morning. That's not as expensive, unless you leave it on for weeks at a time.

I think you are referring to Radiant Heat, where hot water is piped through the floor, regardless of whether it's heated by electric or gas.
It's efficient because, as mentioned, the heat rises from the entire floor surface, heating the air above it so the heat is distributed evenly throughout the room. Also, the water pipes are laid in concrete, which retains and slowly gives off heat long after the water stops flowing.
