If I make a video parody for Youtube of myself dressed up as Paris Hilton singing funny lyrics about her over karaoke music for her song, is that considered fair use of her music?

As long as you are not doing this for profit you should be fine.

If you were doing this Weird Al stile and making CDs for sale, that would be a different story.

Yes it's legal as you don't pretend to be her.
By saying your her.but just sing about her.
ANY public figure you can make fun or joke about as long as you don't claim tobe them.Keep in mind
that if you do anything to slander her name.you can be sued.
