NaOH --- strong base
NaOH + H2O------- Na+ +OH- pH>7
NaCl------- neutral pH=7
because NaCl is a salt of strong acid and strong base, Cl- is aconjugate base of strong acid.
KF more basic than NaCl pH>7,because it is a salt of weak acid and strong base NH4Cl is acidic pH<7 ,BECAUSE it is a salt of strong acid and weak base
so your order is right,
NaOH>KF> NaCl >NH4Cl

You are right.

Na+ + OH- completely ionized

Na+ + F- + H2O ===> Na+ + HF + OH- slightly

Na+ + Cl- neutral

NH4+ + Cl- + H2O ===> NH3 + Cl- + H3O+ slightly
