Who does this, uncircumsized minorities maybe? Do you do it? If so Why? Is it teen angst rebellion, is it because you don't like the place that owns the toilet?

I'd guess it's poor parenting. Anyone who does this on a regular basis has never been taught to treat others as they would like to be treated. .
