I have a friend who got a computer from a relative. she wanted to make changes to the computer, removing programs, adding programs, changing settings, etc: But could not do so because she did not have the password to the administrator side, and her cousin no longer remembered the password. So what does she need to do to solve this problem? Can just removing the BIOS battery reset everything?

Yes there are many ways around this... but as mentioned above, reload the operating system... Would tell you an easier way, but who is to know if this computer is not stolen?

Removing the battery only removes bios/bootup passwords

Windows passwords have nothing to do with this... You have 2 options :

- Reinstall windows (if you know what your'e doing)
- Find a kind of password reset program, that mostly boots from a cd or floppy, where you can reset/change the current password...

There is a program on the internet that you can burn to a disc. I'm not sure what is is called or what website it is at. Just google it. It is a program that erases all passwords on the computer. Once you have it on a disc, be sure the cd and/or dvd rom drive is the first boot device in the BIOS. Just follow the prompts and that should work.

Operating system re-installation will do it. BIOS will not change the operating system.
