i live next to a rented property (i own my own house), last tennants were brilliant, new couple that have moved in are neighbours from hell, not approachable at all, tv on with bass box realy loud untill midnight most nights, shouting and slamming doors.
car parking now is a nightmare as they have 2 cars and 2 bikes and have taken the space that i used to use out side the house. it seems that whoever gets home first gets that space leaving me to try and find somewhere else. ( i cant park outside my garage as there is no driveway and me parking there would prevent anyone from getting past).
i had an understanding with the last tennants that i had this space and they had the space behind outside the garages. this was never a problem.
ive tried to approach them about the issue and suggested a solution that was ammicable but they havent stuck to it..
what can i do cause this is begining to become realy stressfull.

Thank goodness they haven't bought the place! I used to have trouble over parking in the street outside our house and I sympathise, but you have no legal right to park your car there at all and neither have they, so there is nothing you can do about this if they are not disposed to reach a civilised arrangement.
However, they are completely out of order in making so much noise. Are other neighbours disturbed by it? If so, then perhaps you should get together and approach the local authority environmental health department together. Keep a log of the disturbances as evidence. You can, of course, approach them on your own, but these people could take revenge in all sorts of ways and life could become even more unbearable. If they are the subject of an abatement notice, then perhaps the landlord could be persuaded if not to bring their tenancy to an end, at least not to renew it. You must use the authorities.
1) Keep a diary of events and nuisences.
2) Call council officers to witness noise nuisence as it is happening, this can be 12 noon, 5 PM or 3AM it makes no difference. In fact they get busy after 9PM so call early and get the nuisence witnessed.
3) Ask them for a DAT machine to be installed at your property for a week to record the nuisence noise.
4) Join a neibourhood watch or start one, this helps with communication, offer to help your neighbour out with something, sweeping up the gutter or grass cutting or something similar, this helps you all get used to each other and become 'friends'. Better to be this than enemies. So try to talk more and this makes things end quickly.
5) Contact your local councillor and give them some grief if you get no joy with talking. Tell them how nice it was before .... ...
6) Contact your local police regularly and ask for neigbourhood warden patrols, ask them to patrol at specific times, ie, 10PM, not just during the daytime.
7) Contact the LETTING AGENT and keep them informed.
8) Try and find out who owns the property and tell them you are getting disturbed and stressed.
9) Tell people!, because you must speak to all authorities and make yourself heard, they will get fed up with your complaints and do something to help, after all they do work for you.
10) If these people are particularly bad, they will no doubt be 'known' to the police etc already, and will have previous history or may have been evicted before etc, so not contacting the authorities won't help you or anyone else in your neighbourhood.

Unfortunately for you the roads are public and you can park where you like. Your neighbours can as well, the space outside your house is not yours.
The noise problem can probably be solved by threatening the owner of the property with an injunction unless he makes them stop being a nuisance.
I would think he would prefer to evict them than risk a court case. You will almost certainly never have to take him to court.

Most localities have a noise ordinance.
If they are blastign their TV's you call the police, they will knock on their door and warn then they are being a nuissance to the public
As far as parking.
Depending on your street,
Some cities have laws that actually give you right over the parking spaces in front of your home.
I lived in a place where these neighbors were as you said.
Party late... Had visitors taking all the spaces in front of my home.
A simple call to the police...
Turned their racket down real quick.
And a letter on the cars that parked warnign them of my right to have their car towed if I so choose was enough to stop that from continuinng real quick.
Talk to your police/sherriff department and possibly the city.
You will find your rights as a tenant and as a home owner to be able to park in front of your own home if there are any.
You having a drive way will make it dependant on your area.
LASTLY, if they dont own and lease the house...then contact their owner or property management of the home.
They will definitely tend to any complains neighbors have about their tenants.

From my experience these king of antisocial people move on quite quickly. They must be annoying others in your area. Get some ear plugs and wait until they get enough rope to hang themselves! Don't let them achieve what they want. Try to rise above getting too stressed.

if you can prove that you own taht drive then do that if not its best you consult with the police dept on them. if they are making noise past 10:00 p.m. per the city ordiance you have every right to complain ~ if get too many landlord can evict them.
