Those who need it. 80% of welfare money goes to the direct benefit of children, who can't work and earn their own living.

Very few adults get any welfare without children. Welfare is not permanent. If you are on it, you have to work a plan to get off of it. About the only adults that can work that get welfare are caring for children.

One other thing - Welfare costs are about $100 billion/year. That is less than 1% of the federal budget. By comparison over $400 billion/year is spent on servicing the national debt. $140 billion of that goes to service the portion of the debt racked up in just the last 6 years.

To put it another way, out of every $100 in taxes you pay, just $1.00 goes to welfare and all but 20 cents of that to support poor children. $1.40 of it goes to foreign investors who funded George Bush's deficits.

Because we are the most rich and powerful nation on earth (for now) we should provide for those who are temporarily stricken with hardship. The welfare should cover basic needs such as shelter, food, and clothing. It should not come in the form of a check. It should be limited in the amount of time it is available for an individual or family. Drug and alcohol testing should be mandatory. It should include proactive steps like job training and placement so that the person doesn't end up back in the system. We are a nation of what I believe are compassionate people. As most of us know, it is possible to be a normal, productive person and have something terrible happen that sets you back. Welfare should be a public program that helps you back on your feet and on your way again.

People should be allowed to have it only if they are attending job training or seeking employment, and there should be a five year lifetime limit on benefits. Sound okay? This is the law under the current system. The abuse is not the result of the regulations being too lax, it is the result of the regulations not being enforced.

Frankly welfare should be in forms of education and job help, not hand outs.

Less taxes is the best form of welfare a goverment can give.

The welfare system is AWFUL! People with disabilities should be the ONLY ones who receive it long term. Short term for people who lose their jobs just to keep them above water. They should be tested for drugs and they should be evaluated weekly!

Our veterans,senior citizens,and people with disabilities.There should be absolutley no welfare for anyone able to work,even if they have a bunch of kids that cant afford to take care of! And definatley no welfare for illegal immigrants with feak IDs,or stolen IDs.

I think if we are going to have it anyone should be able to have it for a total of three years in their life. No more less if they want. No exceptions no loopholes to stay on it for life etc. Once that three year mark hits your done, your cut off.
