Because people are retarded. It fails logically, yet people continue to do it.
My daughter is Vietnamese/German/African/Native American/Polish.........
The point i'm making is that you are sooner to find Osama bin Laden getting a slurpee at 7-Eleven than to find a 100% pure race individual.
You can be as fair as Reese Witherspoon or as "richly pigmented (for fear of offending someone)" as Wesley Snipes and STILL have DNA from your opposite race ancestors of long ago.
And since 99% of us have not extensively traced our ancestry, these labels are really asinine.

They aren't unless they, personally, identify as such....Its an old rule from antebellum days that some people still apply to themselves.
Edit: After reading some of the answers ..... I have a question....Why is that when a biracial person chooses not to identify as solely black they are wishing to be white? I do not wish to be solely white, but I will not just act as if my mother doesn't exist. I won't pretend to not have her blood and deny I am any less white than I am black....

I think the color of the skin is more dominant. Let's take Halle Berry for example. Black father, white mother. You look at her and see a gorgeous, light-skinned, black woman. Even though her father abandoned her, she had no problem accepting the Academy Award as the first black woman ever to win. Why? Because her skin is closer to black than to white.
Another example...Derrick Jeter. Black father, white mother. His skin is white, but his features are a mixutre of black and white... Most of the time, when he is referred to by race, they say "bi-racial," not black or white...
Tiger Woods... Black father, Asian mother. While he has asian features, most people look at him and see a black man...
Ya get it...we live in a "visually-presumptious society" what you appear to be becomes your label. I'm not saying it's good or bad, but that's how it is...

To most people it depends on which one they look more like white or black. I think of them as both.

That is such a good question. Being biracial I have asking that question all my life and no one has come up with a reason. I'd like to see all the answers you get from this question.

One drop rule, even though it's supposed to be illegal some people still haven't gotten over it.

many do wish to be white or they wouldn't be offended to be called black, which is what they partially are
