They want you to say HBr and Pb(NO3)2, because these are ionic compounds.

HBr ===> H+ + Br-

Pb(NO3)2 ===> Pb++ + 2NO3-

PBr3 is a covalent compound, but if you put it in water,

PBr3 + 3H2O ===> 3H+ + 3Br- + 3H+ + PO3(3-)

and I think that they didn't think of that.
