How can one distinguish the difference between a person that is genuinely confident in him/herself, and one that is cocky or arrogant? The ones that are cocky or arrogant, do they usually get theirs, or reap what they sow?

Confident - I'm really good.
Arrogant - There's no way you coud come close to what I am.

This is a question of character. A person's character is how other people see that person. Your character takes a long time to build and a short time to tear apart, because it involves convincing others of who you are.

If you are a confident person, you show that in how you interact with other people. That confidence doesn't have to come at the expense of other people. Looking down on other people without cause will make others react badly towards you. I suppose if you have enough money and power, your arrogance will not affect your life as much as if you need other people more.

Morality is all about allowing people to live close to each other. Those things that kind of grease the path and make dealing with people easier are generally considered morally good. Being confident is a good thing. It means that you present yourself as someone who others can count on. Being arrogant causes undue friction and is, therefore, bad.
