I live in Pa. I am currently working for a company that is being bought out. I know we will be let go by our current employer and get a offer letter from the new one. My question, do I have to go with the new employer? Can I collect unemployment to find another job somewhere else, or do I have to go with the new company? Does anyone know anything about this?

You can lose your unemployment for rejecting a job offer unless specific conditions are met (have to move too far, pay cut above a certain percentage etc.) You should address the question about your specific case to the unemployment office.

If the new company will be covering the cost of the unemployment claim, and offers you a job with at least the same pay and benefits, your claim will be denied. If the pay is lower, you will probably be allowed to make a claim. File the claim as soon as you are released though. Sometimes it takes a while to reorganize a company.
