I think you misunderstood the commercial. The FCC will be distributing coupons that can be used to purchase Digital TV (DTV) converters that will allow you to receive the new digital TV channels using any TV that is not already equipped with a digital tuner. It is not needed if you use cable or satellite to receive your TV signal.

That sounds like a scam to me. Where did you see it? If it was on the Internet, there's probably a catch to it, and it probably isn't really from the government.
