Most people would say Hitler or Pol Pot, maybe Stalin, as some have already done, but I would have to say Alexander the Great. Given the technology of the time, he reaped much more destruction than Hitler. He conquered most of the known world and did it all for his own glory. There was no high-minded ideals, he wasn't fighting to free people from oppression or to bring them the light of democracy, he was doing it to carve his name in history.
Hitler, Pol Pot and the other modern day evil leaders at the very least had high-minded ideals. No matter how wrong we might find them, they believed they were serving a higher purpose. Alexander was simply an egomaniac. That, in my opinion, makes him a much more evil leader than anything the last 100 years have produced.

It depends what you define as evil. who you are, your age and your expereinces will mean that everyone has a differentopinion.
hitler was indeed evil in the way in which he was higly dictatory and facist. he killed many many people and never showed any remorse.
saddam hisein and Osoma bin laden are modern evil leaders. at leat they are modern to the extent that manypeople have been affected by their evil and horrific behaviour.
however mnay people believe tony blair is evil, he sent hundereds of troops to iraq; many died. but to what measure is this totally his fault.
overal i donot think there is 1 specificperson who fits the title as the most evil. instead i think that unfortunately many leaders have shown evilness.

Throughout history there have been many 'bad' leaders who have inflicted genocides upon the human race. The current genocide is being inflicted by Bush. It's as though humans are being harvested, or at least a part of us is, by something or somebody unseen. This is being done by leaders who appear, outwardly, to be acting in the interest of their people. Think about it, it is very frightening. There has never been a worst leader, there will never be a worst leader; it is an ongoing process. It will not be until we become aware of what is going on that we will be able to change it.

i know this answer will will be controversial to some but i think the most evil "leader" in world history is GOD, yes GOD!
He has continuously let children be hurt, abused and killed through the years, a most supreme being who sits back and let all these atrocious things happen to the most vulnerable amongst us, children. In my personal opinion there is no one worse than someone who allows children to go through things like i mentioned
