I want to know if it is effective to boil the water for a while before using it to cook food.

sure you can. chlorine is actually not very soluble in water. even if you don't boil, the chlorine will eventually go away if you leave the glass of water on the table.

That should work OK, but why would you need to? Chlorination acidifies the water and changes the taste a bit, but non-chlorinated water comes in a variety of pHs and tastes as well. The food should taste about the same no matter what. If you're really concerned about it, get or make a home still, but even that is no guarantee that your water will be pristine and tasteless. You can by a small ACTIVATED CARBON filter to fit under your sink that will remove chlorine and improve taste. They are cheap and easy to install.
