Actually this is a valid question. Did you know that during WW2 the Japanese sent hot air balloons over to try to incinerate the western forests and they also tried some bio weapons the same way but had even less success that way.

I doubt this was external terrorist but lets watch and see.

There is a mental disorder in most men called pyromania that usually exhibits it's self from around the age of 8or 9 until death. Under normal conditions the elder males that survive this malady without severe consequences will help the young males through this.

In some cases though these men turn out to be full blown pyromaniacs and are responsible for many fires.

Since I do not understand your mental thought patterns, I really do not get where you are coming from, or want to go with this question.
In actuality, NO, this not GWB's fault, UNLESS YOU think of him as 1. an arsonist, 2. GOD.
However, I and muy mucho (very many) Americans now realize that anything perceived as negative, to the liberals,is President Bush's fault.

wouldn't any criminal activity be considered a terrorist attack? And since the crime rates are higher in Liberal controlled cities and States doesn't that mean that the Democrats encourage terrorism?

If they were set by terrorists it could be. If they are of a natural origin, then no. No more than Katrina was a terrorist asssault from Mother Nature.
