Hi. Each step in a CPUs work is done one cycle at a time. Some work takes, say, 8 cycles to go through. The CPU clock controls how long each of these individual steps takes. The FSB (front side bus) speed is how fast the CPU communicates with memory. (This simplified but you get the idea.)
