It depends on the winning team's policy.
The 2004 Red Sox gave rings to just about everyone. The players (including Garciaparra, who had been traded away during the season) got the biggest, spiffiest rings, but pretty much anyone on the organizational payroll got something. Hey, 86 years, it's fair to splurge. Certainly the jewelers didn't mind.

To whomever they want HOWEVER they must be employed by the organization or somehow affiliated with the team. Close family does not get a ring (unless you are the owners wife). Johnny Pesky got one from the Red Sox in 2004 and he is more of a visual icon than anything else.

It is up to the owners. In 2004, anyone that played for the team even for part of one inning, got a ring. As well as anyone that worked for the team in any capacity whatsoever. Johnny Pesky wears his very proudly whenever he is appearing for the Sox. If you look closely at my avatar, you can see his ring!

I went to a St. Louis Cardinals game and the woman who sold me the tickets was wearing a 2006 ring. I asked her if it was a replica or something and she said that it was real and that ALL of the employees got one. It is more than likely left up to the owner/management of the team.
