If it's a public right of way, then yes, with caution.
It will have been put there for a reason, by someone, and you might fall foul of them if you're seen doing it.
Best check with local Authority on the rights and wrongs.

If it's obviously litter, yes.
If it's obviously put there by an official body then no.
If it's a public footpath there shouldn't be barbed wire there. If it's a private path, which the owner may or may not allow the public to use, then it may be there for a reason and you shouldn't move it.

A public footpath? Hell yes. In the UK there shouldn't be barbed wire within 2 metres of a stile or gate on a public footpath...

It depends where you are and why the barbed wire is there.

If you're in a F&M Restriction Zone then you must not attempt to pass it or remove it. If you do then it will be you who may be prosecuted.

If it's just some "bog-off" landord then report it to your local authority. If it was there illegally they'll prosecute. If you just pull it aside yourself then they'll only put it back again.

Who does the footpath belong to? If it's public property the local Authority should remove it because it should not be there. If it's private property - not yours - no you can't. If you feel it's a danger to the public again you should notify your local authority who will contact the owner of the land.

Get some lineman's pliers, and some heavy gloves. Just cut the wire into managable peices and remove it with your gloves on. It will fold up pretty easily for disposal.

better check it out first before you go chopping down someones property or you could have an angry farmer yelling "git off my land" and pointing a 12 bore at you
