IF I buy an external hard drive with a LAN port can I use it to host a website from home?

Not really. What you are describing is just storage, not an actual computer to run the server on.

You can host a website from home with any old computer. It's a great way to learn. Just make sure it has about 500mb of RAM and you are good to go.

Nothing in the external hard drive would prevent you from hosting a website from it. The drive really just stored the files, it is your computer that runs the site. Whether you ISP will have blocks in place to prevent it (because of the bandwidth websites use) is another issue....
