When you go to the device manager it has a little yellow circle with a ! in it. The details about the problem says:

"Windows cannot start this hardware device because its configuration information (in the registry) is incomplete or damaged. (Code 19)"

Help!

In device manager, DELETE that entry (Right click and then DELETE)
Restart windows.

Hopefully this will cure it.

If not, DISCONNECT IT, and get and run CCLEANER from CCLEANER.COM and let it tidy up registry, once completed, you can reconnect the CD drive internally and power on, hopefully this cleanup while disconnected will remove the corrupt entry and let windows recover itself from there.

ALSO check you have the correct IDE drivers for the motherboard loaded, install afresh fromthe CD if you need to

It is possible that the old CD drive has left information in the Device Manager that is preventing the new one from working. Uninstall the entry for it with the yellow !, and reboot the PC so it redects the drive. That may fix the problem.

If not, you may need to check that you have the jumpers properly set on the CD drive so that it is not conflicting with another device or drive. Try putting the CD drive on its own IDE cable all by itself and see if the resolves the issue. If it does, then the master/slave jumper is improperly set.
