My computer suddenly can't play the online music and can't sign in to the several music websites even my password is valid. Why ? What is pop-up blocker? How can ipermanently turn it off ?

Click on tools, at the top of IE. Scroll down on the menu to popup blocker and you should be able to turn it off.

The popup blocker only blocks advertisements from popping up in your face. It has nothing to do with online music. Sounds like you may have spyware and that's a whole different issue.
Get Spyware Blaster to safely remove spyware.
