Pull your hair back in a ponytail and tie a scarf in it. Keep the make up simple, but red lipstick was popular. If it's a poodle skirt outfit wear saddle oxfords or simple Keds with turned down or rolled down socks.

Shoes should be penny loafers, with a penny centered in the cut-out on the arch. Makeup about like today in reddish tint, but not real dark. Hair straight and "ratted" to make it bunch up or a pony tail at back. Have fun!

Added:
Checked the other answers and in my neck of the woods bobby socks were worn with the penny loafers. And they did tie a scarf around the base of the pony tail and let the ends hang down.

You didnt say what the costume was, but I will assume its a typical poodle skirt outfit. (I take it your female from your name)
Wear your hair in a pony tail and go light on your make up. Look at the movie Grease for the make up tips. Shoes, just some white sneakers would be fine.
Sounds cute.

Pony Tail
Bobby Socks
White Canvas/Leather Tennis Shoes (you can get these at Dollar General for about $3)

Tie a scarf around your neck
Soft makeup (you want to look sweet)

Wear those plain cheapie little white sneakers and "bobby-sox." See Source #1.
For hairstyle, refer to Source. You could buy that wig online or from Party City, or try to style your hair in similar fashion. Go light on the makeup, but use plenty of blush. Source #2

For make-up stay light, go for peach complexion. They often wore red, bright lipstick, not flesh or pale (that's 60's). I agree-the ponytail is the signature bobbysoxer hairstyle. Crew socks folded down about 2-3 times around the ankles (bobbysox) and white keds or saddleshoes. FYI- payless has saddleshoes for $20 online & they deliver to the store :)

I would do your hair as a pony w/ scarf, or bee-hive depending on the costume.

Make-up, they LOVED their blue eyeshadow!

Shoes will be hard to come by.. hmm... I'd look around your salvation army for era shoes.

saddle shoes or white sneakers and bobby socks, hair in ponytail with scarf tied in it or ribbon, tie a scarf around your neck, lite makeup.
