Haven't heard of any fights, rapes or shootings in the San Deigo shelters yet. Why the difference?

Its not the sehlters it the people in them,.

Qualcom Stadium is not necessarily any safer than the Superdome was. Anyhwere that people are gathered in large numbers will eventually bring about problems. One advantage in this case is that the stadium was well supplied and has an open supply line. There is power and communications in place. There are medical and psychological services available as well. One of the failings of the Superdome was that it was not planned well and it was difficult in a hurricane to get anything to the people gathered there. Evacuations have also been, so far pretty orderly and it is not nearly so difficult to get people to leave an area when there is a wall of flames headed towards them.

It is a totally different situation. The people in New Orleans were basically locked in, food, water, sanitation all became big problems. At Quaalcom there are a lot fewer people, 15,000 or so and not 70,000+ like in New Orelans. They are free to come and go. Water, food, sanitation have not become problems. There is help, there are police, people are not driven to desparation in order to survive. The flood waters of Katrina cut off the Superdome, but roads are open around Quaalcom. It is a totally different situation. If things became desparate and hopeless you could count on mounting disorder and panic.

Because even though, for the several days BEFORE Katrina hit, the Weather Channel was talking about how BIG it could become....
...and everyone was on TV talking about how NO is a "bowl" because it is below sea level...
...and everyone for YEARS has talked about what would happen if a big enough hurricane hit NO...

...Katrina was just a total chock and surprise! It came out of NOWHERE! Who would have thunk it could be THAT bad??

...except for the 4 hurricanes that had hit Florida the year before.

Yeah, Katrina was totally unexpected.

It seems to me that this question solicits only racial and prejudice responses. Ca had time to prepare, fire moves slower than a surge of water. Some states are wealthier than others, and have resources not available in some more poor states. Katrina was a catastrophe that was never expected in its intensity. Could LA done better?, the answer is yes. Did LA, then or now have the resources of CA then or now? The answer is no.

Let's cut off their fresh water, air conditioning, close all of the stores/restaurants/everything in the area, make the surrounding roads impassable, turn the temperature up to 90 degrees and the humidity up to 100%, back up all of the toilets, and then we'll see how well behaved people are.

it is because the local government is willing to do their job.
they could have decided to just let the place burn and not do any thing to help their people get to safety and then blame the hole thing on the federal government.

New Orleans has one of the highest crime rates even before Katrina so that should tell you something. Could it be the umemployment rate?
