Is there a way to trace the email to an IP address? Is there a way to stop him?

if you look at the full email header you should be able to trace it

Most e-mail programs allow you to block certain senders e-mail address. so you can just block him and you well never get an e-mail from that e-mail address or even from that server. You can try to back trace an e-mail, but this usally only gets you to the location of the server the sent the e-mail. Not the actually computer. This might be okay because then you can e-mail that webmaster@... or look into more that way.

There are a few things you may do, one would be to contact your provider and let them know, but that will only help if you have the name he is using..Another thing is play his game a little bit until you get enough information to get him in trouble, then you can call the police.
