If your planning to be professional you'll need the Adobe Creative Suite. This has become the industry standard.
Advantage: This suite is going to be the most compatible with printers and publishers. So if your going to have your advertisements professionally printed or mass produced I recommend this.
Con: This would be rather expensive and has a large learning curve.
Microsoft Publisher will be your second choice. It's designed mostly for in-house printing and short production runs.
Advantage: Not that expensive and fairly easy to use. It's such a popular program with small businesses that printing houses have been forced to be compatible with it.
Disadvantage: Although Printers and Publishers will accept MS Publisher files, they don't like them and will end up charging you more to get them ready for press. This program is very strict in how you use it which often stifles creativity and forces you to create generic ads that are similar to what thousands of other people have already done.
There are plenty of open source programs out there and some are pretty good. The advantage is they are free. The disadvantage is that you'll come across a lot of compatibility issues, the programs are usually not well documented, and they are works in progress so you'll come up with a lot of crashes.

What kind of advertisment? You can create them on any computer. You need different SOFTWARE to be able to create different kinds of ads.
If it is on paper, you would need a word processor like Microsodt Word
If it is on the Internet, you would need a web site development program like Flash
If it is to be a video, you would need a video editor such as Adobe Premiere
If it is to be audio, you would need an audio editor such as Cool Edit Pro
Depends on what kind of ad you are wanting to make.
