You could answer in all kinds of fun ways about what problems might occur as a result of human cloning such as mutated versions that don't turn out right and need to be killed. Or people cloning deceased children who expect the clone to act like their previous child, or some kind of clone wars where they join together to overthrow regular humans.

"ticking bomb" means that something that is quiet and harmless now will explode/be a huge problem/cause disasters in the future. In this context it means no one knows the true consequences of messing around with our genes.
A similar situation is the use of herbicides and pesticides to increase crop yields. It is also related because these chemicals may affect us down to a genetic level.

It means that although cloning has benefits in some ways, it will eventually back-fire. In other words- humans shouldn't play God.
