So they know they will receive payment. Its like most services really, you dont expect to get clothes then pay the shop for them once you have worn them.
You have to pay for stamps before you post the letter so why would a delivery company be any different

For the same reason that BK, Mickey D, and Wendy's all ask for payment before processing your order. They don't want to get stiffed.

Don't they all? Isn't it like putting a stamp on a letter, it won't get delivered without one, will it? And if it does, the recipient has to pay first don't they?

well it depends are you the shipper or reciver?
if you are the shipper of course you will have to pay to
send the item
