There used to be 12" monitors, back when a 16" was considered a big screen.

I would recommend 17" today.

There is no minmum screen size by law, the smallet screens available are just over 14inches.
However, under health and safety you must be comfortable at your work station, if you are straining your eyes to see what is on your screen then your company has to do something to resolve this problem, try talking to your heath and safety officer about any problems to see if you can arrive at a solution.

No. If however your work involves sitting at the front of a monitor all day the company must pay for your eye examinations every year.

Nope, but suggested is the capability of a minumim of 800X600 pixels on the monitor.

I guess it would be 15 inches, since they don't make monitors smaller than that anymore. Anything smaller would be far out-dated, unless it was a laptop.
