Why would they mint more quarters of one state than the other? For example: the mint shows 1 billion virginia quarters minted vs 600 million for ohio.....interesting.

The mint in most cases does not have the power over quantities. The reason there are more of one and less of another is the Federal Reserve needed more quarters during the time the Virginia quarter was minted, then they did at the time Ohio was minted. The mints job is to make coinage for commerce first, then do the collectible stuff second. The FED's job is to make sure banks get the change they need when they need it. When congress authorized the state quarter program they did not specify amounts. On special commemorative's congress usually has a max figure.

I would guess it's a result of lobbying by members of Congress wanting MORE of their "State" out their in circulation.

I am ALSO aware that the Mint REALLY underestimated the interest in the State Quarters, and the first few years were under minted, and have disappeared into collections.
