The Executive is part of the Legislature and sets its Agenda.

The Legislature is controlled by the Executive, and debates and votes as instructed, albeit with the Upper House acting as a check on the power of the Lower House (which is the reason the lower house wants to abolish it!).

The Judiciary maintain the existing status quo, unless and until the Legislature change that status quo.

Unlike the US system as (erroneously) perceived by Montesquieu, there is no separation of powers in the UK system, which consequently leaves it open to control by the majority party.

The Legislature makes the laws;
The Executive branch implements the laws; and
The Judiciary interprets the laws in case of conflicts.
