Our body functions do NOT rely on electrical impulses. The nervous system is primarily chemical. An electric shock can disturb heart rhythm, but EMP has such a high effective frequency that it would just cause warming, like a microwave oven. Metal prosthetics would be affected more. Life support electronics like pacemakers would be seriously at risk.

an EMP is just a large radeo wave so if you redused the wavelength you could make the equivalent of a microwave gun that could kill a person by burning them, but at its current wavelengths it wont effect the body.
