It keeps saying that my Cyan cartridge is low and I just replaced it!. I have a cannon S900. Is the jet clogged?

I believe your printer has ink tanks and a cartridge harness, take the cartridges out of the printer and reinstall them that usually helps, you can also lift the locking mechanism for the harness and reinstall that too

The cartridge may be defective, buy I suspect that it just isn't installed properly.
Read The Friendly Manual (RTFM) for your printer and follow ALL the installation instructions and “How To's” to the letter.
