I personally think one should evacuate. But there are some people that really are not afraid of dying and would rather stay and try to safe their house from catching on fire.

Are the police allowed to forcefully remove these people from the area?

In this news video the fire chief is saying that in certain cases it is not legal for them to force people to leave their homes:

What circumstances would that be?

Having lived in hurricane country most of my life, I know that even in a mandatory evacuation, people can't be forced to go. However, they are taking their lives in their own hands. Police and fire officials probably won't be looking for people to save after an evacuation. Before Hugo, the police went around and asked anyone who wouldn't leave for the information of the next of kin so they could be notified if the person died in the storm.

Under the Homeland Security Laws, it's possible that all civilians could be rounded up and put into internment camps.
They would hire Blackwater Security to enforce it (like they did in New Orleans)
I personally feel you have a right to stay in your own house, but, unless you have a gun and are willing to use it, the law could tell you otherwise.
